September 21, 2020 7:00 P.M.
PRESENT: Mayor Council: Riley Bradham, Frank Thornhill, Zach Nelson, Henry Holst, Allen Holmes and Town Clerk Colleen Key
ABSENT: none
Meeting called to order at 7:05 with pledge.

Mayor motions to accept prior Meetings Minutes as drafted. Seconded by Henry Holst. Unanimously approved.

- Planning: No one reporting.
- BZA absent. No one reporting.
- Code Enforcement. No one reporting.
- DRB : Linda Folk -DRB Meeting 9/24 to discuss Ball’s intent to put an addition on their home and there are Grand Trees issues to be considered
- WLPC: Henry Holst – WLPC has not met.
OLD BUSINESS:
No update regarding County plan for road repair. Council asks that they be allowed to review scope of work prior to its beginning. Presentation will be made to the Town by the County once a blueprint has been completed. Daniel Hatchell has continued to maintain roads periodically.
Mayor to follow up with Planning regarding the Comprehensive Plan.
Container Ordinance final draft is ready. Does not impact areas zoned Commercial. Existing containers are not affected by new Ordinance and are grandfathered. Town Attorney verified. Containers needed for construction will be allowed for six months and if needed beyond six months, will be judged on a case by case basis. Mayor motions to accept as proposed Ordinance. Seconded by Zach Nelson. Unanimously approved. Clerk to run newspaper ad.
Adams Residence is wasting and deemed to be a nuisance. County cannot condemn it as it is on the Historical Register. Town does not have a condemnation, or nuisance ordinance. Mayor has reached out to the Adams Family who indicated that they would like to sell. Mayor asked permission to send a letter to the Adams indicating the Towns intention to move forward with Nuisance Procedures if something is not done to remedy the problem. Adams kindly asked for more time. Mayor commented that the Town possibly start to develop a Nuisance Ordinance to uphold a basic standard in the Town for this case or any future issues, but also points out such an ordinance could be abused to uphold a personal standard by a particular resident which could be dangerous. Possible remedy could limit the amount of time of the Ordinance. Mayor to share a template of a proposed nuisance ordinance with Council to get the ball rolling.
Signage. Stop sign and street sign have been installed. Speed Bump Ahead sign forthcoming once utilities have been located.
