Mayor comment for the Record: Town resident, Wilbur Carroll Suggs Jr., wrote a letter commending Mayor Council for a job well done. Thanking Council for the great work done to preserve the integrity of Rockville and a special thanks to Mayor Riley for the volunteer time spent to procure the grant to maintain the roads.
Old Business:
Road cones have all reappeared. 6-7 were all placed next to the speed bump.
Flood Ordinance 2124 second Reading. The Resolution did not go through previously due to other Municipalities rejecting it. Now will be adopted as an Ordinance. Mayor reads for the record:
Whereas, it is in the best interest of the Citizens of the Town to have an updated Ordinance for the management of the flood hazard areas in the Town in order for the citizens of the Town to be able to receive federal flood insurance through the National Flood Insurance Program and to receive discounts thereto as a result of the participation by the Town in the Community Rating System. Whereas Charleston County rate maps have been updated by FEMA into a County wide format which provides more accurate risk data then was previously available. Whereas as the environment changes rising flood waters due to sea level rise and outdated or incomplete drainage systems is a growing concern. This Ordinance takes strides to reduce flooding risk in adaptive and innovative ways to protect citizens. Town Council finds it in the public interest and a benefit to the general health, safety and welfare of residents of this Town to adopt this Ordinance.
Mayor motions to accept. Frank Thornhill seconded. Unanimously approved.
Condemnation Ordinance. Ongoing discussion regarding one wasting home which is impacting property values and is unsafe. The home is historical but is not on the register. John Hope with Code enforcement, accompanied by Zach Nelson, will inspect and make recommendations to Council. County can condemn as it is a safety hazard. To initiate the County stepping in, The Town of Rockville must enact the County’s Unsafe Structure Abatement Ordinance to allow the County to take over. A legal invitation, that is house specific with a timeline. Council to review the County Ordinance and discuss at May meeting.

Expenses: $45,449.92
Of note, The Town is over budget for the first time due to legal fees and road repair. Virtual speculative account of $10,000.00 in hurricane clean up to be reported going forward.
Mayor motions to adopt proposed Budget. Seconded by Zach Nelson. Unanimously approved. Clerk to post ad, and the First Reading will be at the May Meeting.
Allen Holmes comments that his name is spelled wrong on signature page for Budget.
