Election Ordinance Hearing:
Mayor motions to open for public and Council comment on general Election Town of Rockville County Certification Ordinance. Council unanimously approves having Charleston County certify its general elections.
Election Ordinance First Reading:
Ordinance NO: 07192021
AN ORDINANCE PROVIDING FOR THE TRANSFER OF AUTHORITY FOR CONDUCTING MUNICIPAL ELECTIONS TO THE BOARD OF ELECTIONS AND VOTER REGISTRATIONS OF CHARLESTON COUNTY. Now therefore be it ordained that the Governing Body of the Town of Rockville duly assembled that the authority for the conducting Elections be transferred to the Board of Elections and Voter Registration of Charleston County. The Town of Rockville will be subject to all laws of the State and the County with regard to certifying election results.

Mayor motions to ratify and adopt Proposed 2021-2022 Budget which reads as follows:

Henry Holst suggests having an accounting of CDH Tree Service who performs road work.
No word on Building Moratorium.
Adams Home is being taken care of.
DRB is tasked with creating criteria for future decision making to protect the Historical District and has been in touch with Joel Evans from the County. Town to weigh in, as well as the Town attorney.
The road cone managed to survive Rockville Regatta after a temporary visit atop of the Cherry Point Sign.
New Business:
County has asked for a Short-Term Rental Policy beyond what is existing that would provide limitations. Mayor suggests waiting for larger quorum, but meanwhile Council should use the County STR Template as a guideline to consider this decision. A main goal would be to develop a policy that would disincentivize developers but not alienate current homeowners who do presently need this as a source of income (currently 75 nights year is allowed).
Zach Nelson question: What is the status of the road improvements to be performed by Charleston County? Mayor relays to Council that his correspondence with the County is ongoing, and that it has been expressed to the Mayor that the County is in the process of procuring the Grant Funds.
Mayor will request CDH Tree Service come for additional maintenance as the road has deteriorated with all the recent rain.
