  5. WILPC: Henry Holst – The committee would like to encourage everyone to speak out regarding bonus density issue at the upcoming County Council meeting. Several petitions are available to sign for those opposed to the bonus density clause as part of the Comprehensive Plan.

New Business:

Mayor to represent Town Council at May 21rst County Council meeting to voice Rockville’s opposition to the bonus density clause.  Town position is that it would like to see the clause dismissed now and in the future.  Mayor comments that currently, County Council members seem to be split on the issue, some for and some against it in league with Wadmalaw Island. The Town of Rockville is hopeful and aware of councilman Boykin’s advocacy for removing the bonus density clause and helping maintain the spirit of the Wadmalaw Island Comprehensive Plan.

Federal Court decision regarding Wadmalaw Island Comprehensive Plan should come down in November.

Road Plans for Bohicket and Main Road have been presented to public Council to monitor options for Town input on upcoming plans.

Old Business:

Charleston Green to repair Rockland. Estimate -$5000-7000 which includes motor grading after removing detritus, scraping and reforming to improve crown. With Council approval, Mayor to follow up to be added to their schedule. Frank Thornhill notes that the work should not be done when the road is dry and dusty because in the past repairs did not stick under those conditions.

Harts and Grace Chapel roads require maintenance and material.  CDH scheduled to make repairs. Materials have been sourced.

Regarding road maintenance, Whit Smith suggest that the Town speak with the Yacht Club about a usage fee as their events create a lot of wear and tear.  Maybe a percentage basis that the Yacht Club could pass on to those who rent the Hall? Mayor to approach Commadore and will clarify that the Town is not trying to profit but would just like help with the mounting road expense.

Potential Commercial Noise Ordinance tabled for now. After communicating with Town residents, who have coordinated with the various contractors on times and duration, the noise problem has improved. Henry Holst mentions that Isle of Palms and Ridgeway utilize a Commercial Noise Ordinance with similar parameters to the one Rockville has drafted. Mayor notes that if the problem arises again the issue can be revisited, and the Ordinance can move forward.

Past Ordinances need to be added to UDO and website.

White line on Maybank Highway, as mentioned in last meeting, needs to be exposed again, has been covered by dirt and weeds.  Henry Holst to create work order with DOT to have it cleaned up.

Boat in disrepair on Bohicket Creek – DNR, DHEC and OCRM have not been able to produce any sort of result to remove the vessel. No law or funds in South Carolina to address the issue. Coast Guard will allow it to be moved if the owner would register the hull or the Coast Guard will depollute the boat if there is an obvious oil sheen. Currently the hull is breached and intermittently fills up with water and mud. At least one motor is under water and the boat is listing significantly. Mayor has contacted Nancy Maces office after getting zero help from Senators Lindsay Graham and Tim Scott’s offices. Nancy Mace’s office has started a congressional inquiry which in turn prompted the Coast Guard to form a task force with DNR, DHEC and OCRM to remove or depollute the boat.  Town awaits the task forces findings and timeline for progress.  Good news is that a more productive dialogue has been started. Whit Smith asks about potential of fining the owner if the vessel leaks? Mayor reports that the owner could be sued in a civil case that may not result in any meaningful restitution. DNR has not been forth coming in providing any helpful feedback on how to force the owner to do something. If the title would be signed over to the state more options for its removal would become available.
