- WILPC: Henry Holst – Reporting on Johns Island Committee Meeting. Plans are in process to make Bohicket Rd 4 lanes up to Edenvale Rd and make on Main Rd.4 lanes from Bees Ferry to Chisholm with a traffic circle. Pitchfork has been completed. Low Country Land Trust a gave a report at the Johns Island Meeting, indicating that they are seeking funding to purchase 712 acres on Chisholm and 94 acres next to the Johns Island Airport and the Sea Island Farmers Co-Op Property which is 19 acres near Limehouse Bridge. Spinx gas station will be going up on Maybank between River and Bohicket.
Old Business:
Town did receive American Rescue Fund money – $16,542.77. As was discussed at the last meeting SIYC Rd. will not be able to be repaired by the county due to the fact that having the road repaired by the County would entail encroaching on private property. Mayor proposes that we use those funds to repair the first third of SIYC Rd. as that is the section that is the worst. Project will be put out to bid. Frank Thornhill suggests asking for a quote for the entire road. Henry Holst has had several contractors look at the project with one quote coming in at $179,000. Council agrees that paving the first 15 feet would be a good first step. Charleston Green has quoted approximately $3000 to do the paving. Mayor will ask CDH Service to add ROC to Harts Rd. Henry Holst has been approached by a resident regarding repairs to Midge Rd. This is not Town road and is private property to be maintained by the owners.
Mayor has drafted Animal Ordinance that amends the code to allow for the keeping of certain previously prohibited animal and fowl. Excludes roosters or any fowl that is considered a nuisance. Chickens limited to 6 or less. Any chicken or chicken like fowl must be kept enclosed on owners’ property. Domestic miniature versions of horses, cattle, sheep, goats or swine will now be allowed. Donkeys and any animals that pose a nuisance are excluded. Goats will be limited to 4 or less. Horses maybe kept with a no less then 1 acre fenced in turnout area with a tended shelter. Animal Ordinance will be added to other ordinances. Mayor motions to resolve to pass new Animal Ordinance at an appropriate time this year. Seconded by Frank Thornhill. Unanimously approved.
Economic Interest Statement is Due.
Mayor to follow up on Council and Committee training, which is required.
Comprehensive Plan still needs to be drafted/adopted by Planning. Mayor asks Council to reach out to Jimmy Folk to encourage Planning to move forward ASAP.
New Business:
Board of Elections Bill is due -$1336.95
CDH Invoice – $4000 – tree and root work on Rockland.
Post Office renewal due.
Henry Holst cleaned signs and reports that 2 no parking signs may need to be replaced.
ATT has run fiber optic lines up to Marina Rd. Frank Thornhill suggests that the Town itself along with resident should request ATT service and if enough requests are received that ATT will provide service to the rest of the Town. Frank Thornhill will follow up.
Town Attorney John Warren has passed away. He suffered a heart attack while bike riding. Town mourns his loss. Mr. Warren was very generous with his time in helping the Town for free. Town will use Chuck Baker going forward, one of Mr. Warren’s partners. Mr. Baker represented the Town in the Ball Matter. There will now be a charge for legal services which upcoming budget should reflect, and Council should be mindful of when considering legal issues.
